# Pickleball court booking and league manager for city parks

**Score:** 50/100 · **Verdict:** PIVOT NEEDED · 2026-11-08

## Brief

**Title:** Pickleball court booking and league manager for city parks

**Region:** United States

**Problem:** Public pickleball courts are often first-come, first-served. Popular courts get crowded, and players argue over turns. Parks staff have little data on who uses courts and when. League and ladder play is often run by hand with spreadsheets or volunteers. The size and cost of this problem have not been checked yet.

**Solution:** A web and mobile system with two sides. For the city: court setup, reservation rules, waitlists, fee collection, league and ladder scheduling, and usage reports. For players: a free app to reserve a court, join a waitlist, enter ladders and leagues, and pay small court fees. The goal is fewer conflicts at busy courts and better data for the city.

**Idea type:** Platform

**One liner:** Software for US city parks departments to manage public pickleball court booking, waitlists and leagues, with a free player app.

### Assumptions

- **The product is a platform with a city-facing web dashboard and a player-facing mobile app (iOS and Android, or a mobile web app).** Why it matters: The founder left the type blank. Two apps cost more to build and maintain than one, and this changes the launch budget and timeline.
- **The city is the paying customer and the buyer is a parks and recreation department, not a school, private club or facility operator.** Why it matters: City buyers have slow sales cycles, fixed budgets and procurement rules. This affects how fast you can earn revenue.
- **Region is the United States only, and payments are in US dollars.** Why it matters: The region was not stated. It affects payment rules, public-sector procurement and which competitors you face.
- **Courts are outdoor public courts that today are mostly first-come, first-served, with some shared with tennis courts.** Why it matters: Reservation only works if the city is willing to enforce it. Many cities may not want to move from open play to paid, reserved play.
- **The player pays the per-booking fee at checkout on top of any court fee set by the city.** Why it matters: If players resist fees on previously free courts, adoption drops. If the city pays instead, the pitch to the city gets harder.
- **Players will use the app only if the city makes it the required way to book. Without enforcement, the free app has little pull.** Why it matters: This is a two-sided adoption risk. The city needs signage, rules or on-site checks to make bookings stick.
**Pricing hint:** No prices given. Pricing is untested. A city subscription tier and a per-booking fee both need to be set. Compare them with existing parks software and court-booking apps before choosing numbers.

**Customer type:** B2B2C

**Business model:** Annual SaaS subscription paid by each city or parks department, plus a per-booking fee on court payments. The founder has not said who pays the per-booking fee (player or city), or whether the city keeps part of the court fee revenue.

**Founder context:** Not stated. It is unclear whether the founder has parks department contacts, government sales experience or mobile development skills. Selling to cities usually means long sales cycles, budget approvals and sometimes procurement rules.

**Target customer:** Primary buyer: US city and county parks and recreation departments that run public pickleball courts. Secondary users: recreational pickleball players who book courts, join ladders and leagues, and pay court fees.

## Overview

**No moat:** Anyone can build booking software, and Rec ($17.2M raised, by the research's arithmetic), YourCourts ($225 a year) and CivicPlus already sell to the same city buyers.

**Tagline:** Booking, waitlists and leagues for city pickleball courts, in a field where a funded rival already sells to cities.

### Watch out

- Willingness to pay is unproven. YourCourts starts at $225 a year. My $4,000 assumption comes from CourtReserve, which sells to private clubs. A city could expect a price much closer to $225 than $4,000.
- Player backlash against fees. Santa Cruz players petitioned against a 'pickleball tax', and reservations caused groups to be kicked off courts. You must decide who pays the booking fee. Test a free-play plus reserved-block model like Evesham's.
- Slow city sales. Budget approvals, purchase thresholds and possible RFPs make for long cycles. The founder's background is not stated. One founder reaching 30 cities in three years is an unsupported guess.
**Blind spots:** No evidence yet shows that any parks department pays a subscription for pickleball-specific software, and many cities keep courts free, so per-booking revenue may be close to zero.

### Bottom line

- You are not competing on booking. Rec, YourCourts, CivicRec and ActiveNet already do that. The only open gap is narrow: pickleball ladders, leagues and waitlist rules, with flat published prices and usage reports for city staff. That is a hypothesis. I did not check the league features of Rec or YourCourts. You also compete with free things: first-come play, and PlayTime Scheduler, which claims 570,000+ players. If the founder has no parks contacts, you also compete on trust and sales speed against vendors cities already know.
- The demand for the sport is real. SFIA reports 24.3M US players in 2025, up from 4.2M in 2020. Courts grew about 20.7% over a similar span, so crowding is likely. But the payer is a city, and I found no proof that cities will pay for this. The Santa Cruz County pilot ended in a petition against a 'pickleball tax'. Software also cannot add courts. My bottom-up sizing is about $10.0M reachable, built on assumed prices and filters. Year-3 revenue of about $187,500 is a guess. Do not build yet. First call 15 to 20 parks departments and ask what they use, what it costs and whether they would pay.

#### Signals

- **Pain is real and frequent** Note: News and Reddit show turn disputes and long waits on busy courts. Only a few cities and posts are cited, and some are snippets only.; Strength: WEAK
- **Buyers already spend money on this** Note: Cities pay for booking tools like ActiveNet and Rec. No city price for pickleball-specific software was found.; Strength: WEAK
- **Players ask for a solution** Note: A few Reddit posts ask for waitlists, signup and ladder tools. This is thin evidence from single threads.; Strength: WEAK
- **Existing workarounds** Note: Ladders run on Google Sheets, volunteers, informal rack-up systems and the free PlayTime Scheduler. These show the need but also compete.; Strength: STRONG
- **Willingness to pay** Note: No evidence of any parks department paying a subscription for this. The strongest player reaction found was a petition against fees.; Strength: NONE
- **Open gap vs. competitors** Note: Pickleball-specific leagues and waitlist rules may be open, but I did not check Rec's or YourCourts' league features.; Strength: WEAK
- **Reachable buyers** Note: Cities such as Evesham and Norwalk are adopting online booking. Sales cycles are long, and many cities are small with few courts.; Strength: WEAK
- **Founder-market fit** Note: Parks contacts, government sales experience and mobile skills are not stated.; Strength: NONE

### Vc scorecard

**Score:** 33

#### Criteria

- **Market size** Note: About $10.0M reachable and $62.5M at most. All of it uses my assumed prices and filters. Too small for most venture investors.; Score: 3
- **Problem severity** Note: Crowding and turn disputes are real, in the news and on Reddit. But cities are not in pain over it, and the real shortage is courts, not software.; Score: 5
- **Competition** Note: Rec has raised about $17.2M and sells to the same buyer. YourCourts, CivicPlus and PlayTime Scheduler also overlap. Porter score 25 out of 100.; Score: 2
- **Business model** Note: Who pays the per-booking fee is undecided. Many courts are free. Fee revenue is small, and players push back on fees. The model leans on a subscription that no one has shown a city will pay.; Score: 3
- **Defensibility** Note: Low switching cost is possible for cities, and software is easy to copy. Some stickiness may come from city data and league history, but that is unproven.; Score: 2
- **Go-to-market** Note: Cities buy slowly and the founder's contacts are unknown. A free player app could help later, but incumbents already have city relationships.; Score: 3
- **Timing** Note: Pickleball participation is high and cities are adopting online booking (Evesham, Norwalk). That helps. Rec's early lead and noise-driven court closures hurt.; Score: 6

### Leverage points

- Sell the gap that the research suggests is open: ladders, leagues and waitlist rules. League scoring is still done by hand on Google Sheets, so it is the one area with workarounds. Verify first that Rec and YourCourts do not already cover it.
- Publish flat prices. Rec hides its pricing behind a quote. YourCourts publishes flat prices, from $225 a year. A clear per-park price could ease the buying process for small cities, but the price has to be tested.
- Offer usage reports for city staff. Parks staff have little data on who uses courts and when. Reports help a director justify budgets and court decisions. Check whether buyers value this before building it.

### Tech complexity

**Note:** Booking, waitlists, payments and league scheduling are well-known software. Two-sided web and mobile apps take real work. The hard parts are payment handling, city integrations (for example ActiveNet or CivicRec) and reliable rules for 100+ booking cases. Founder mobile skills are unknown.

**Level:** Medium

### Growth potential

**Note:** Player growth is strong (4.2M to 24.3M, 2020 to 2025). But the market I sized is about $10.0M reachable and about $62.5M at most, built on my assumptions. The broader software CAGR of 7.32% to 13.1% comes from conflicting reports. Growth beyond pickleball would need tennis, padel and other facilities.

**Level:** Low

### Revenue timeline

**Note:** Assumption, not a sourced figure. Allow time for customer calls, a pilot, a city budget cycle and a contract. My year-3 guess is about 30 agencies and about $187,500 ARR (range $100,000 to $300,000; about $120,000 if cities do not pay booking fees). No benchmark for government sales speed was found.

**Value:** 18–36 months

## Market

### Sam

**Note:** 10,000 × 40% with crowded public pickleball courts = 4,000. Then × 40% not locked into a suite and small enough to buy without a long tender = 1,600. 1,600 × $6,250 = $10.0M. Both 40% filters are assumptions. Norwalk already uses ActiveNet for reservations, so the 'not locked in' filter is probably generous.

**Basis:** CALCULATED

**Label:** Agencies one founder could reach, per year

**Value:** $10.0M

### Som

**Note:** 30 agencies is 1.9% of the 1,600 SAM. 30 × $6,250 = about $187,500. Range: 16 agencies gives $100,000 and 48 gives $300,000. If cities do not pay the booking fee, 30 × $4,000 = $120,000. I found no benchmark for government sales speed. Treat this as a guess.

**Basis:** ASSUMPTION

**Label:** Realistic year-3 revenue: 30 agencies, one founder selling

**Value:** ~$187,500 ARR

### Tam

**Note:** 10,000 agencies × $4,000 subscription = $40.0M. Plus 10,000 × $2,250 booking fees = $22.5M. The agency count is sourced (NRPA: more than 10,000). The $4,000 price, 5,000 bookings per agency and 3% fee are assumptions. This is probably too high, because many agencies have no pickleball courts and most public courts are free. It is about 3.4% of Straits' $1.82B figure, which is plausible for a niche but not proof.

**Basis:** CALCULATED

**Label:** Every US park and recreation agency that could buy, per year

**Value:** $62.5M

### Growth

**Cagr:** 13.1%

**Note:** This is the Straits Research CAGR for North America recreation management software. That is broader than this idea, and the report looks low quality. Other studies give 7.32% to 12.48%. Straits values the market at $1.82B in 2025 and $2.06B in 2026, rising to $5.51B by 2034. The player base grew much faster than software spend: 4.2M in 2020 to 24.3M in 2025 (SFIA).

**Trend:** GROWING

**Period:** 2026–2034

### Trends

- **US pickleball players reached 24.3M in 2025, up from 4.2M in 2020 (+479%). 7.5M are CORE players, meaning 8 or more plays a year (SFIA).** Impact: SIGNIFICANT; Horizon: NOW (0-1YR); Meaning: Demand for courts is real. But players are not the payer here, so this does not prove cities will buy software.
- **US courts grew from 68,458 to 82,613, which is +20.7% (calculated from the USA Pickleball report).** Impact: MODERATE; Horizon: NOW (0-1YR); Meaning: Courts are growing much more slowly than players. That suggests crowding, which is the pain point this product would target.
- **Incumbent parks software already takes court bookings. Norwalk, CT runs reservations through ActiveNet, and reservations there are optional.** Impact: HIGH; Horizon: NOW (0-1YR); Meaning: You would compete with tools cities already use, and some cities may see no need for booking at all.
- **Public courts often charge little or nothing. Norwalk charges $15 an hour for residents and $25 for non-residents. Most public courts are free.** Impact: SIGNIFICANT; Horizon: NOW (0-1YR); Meaning: The booking-fee revenue is small and uncertain. The model leans on the subscription price.
- **Market studies disagree widely. 2025 base figures run from about $0.7B (Dataintelo) to about $4.5B, and CAGRs run from 7.32% to 13.1%.** Impact: MODERATE; Horizon: EMERGING (1-3YR); Meaning: No single market figure can be trusted. Rely on bottom-up counts of agencies and prices instead.
**Verdict:** The market is real but small, and the evidence is thin. No study covers pickleball booking for city parks. The closest studies (recreation management software) disagree widely. Their 2025 base figures run from about $0.7B to about $4.5B. The Straits report also has unrelated text on its page, so I treat it as low quality. My own sizing is about $62.5M a year at most (TAM), about $10.0M reachable (SAM), and about $187,500 in yearly recurring revenue after three years (SOM). The prices, bookings per agency, and share of agencies that qualify are my assumptions, not sourced facts. I found no evidence that cities will pay for this as a separate product. Incumbent parks software already takes court bookings. For example, Norwalk, CT runs reservations through ActiveNet.

Demand for the sport is solid. SFIA reports 24.3M US pickleball players in 2025, up from 4.2M in 2020. But players do not pay in this model, because the app is free. The buyer is a city, and cities buy slowly. Most public courts are free, and Norwalk makes reservations optional. The $4,000 a year price is anchored on CourtReserve, which sells to private clubs, not cities. Do not read it as proof that cities will pay. The memo's sub-market table also shows about $25M for 4,000 agencies, while the SAM is $10.0M for 1,600 agencies. These use different filters. The memo was cut off partway through the sub-markets section, so the secondary segment is incomplete. Your concrete next step is to call 15 to 20 parks departments that have public pickleball courts. Ask how they take bookings today, what that costs them, and whether they would pay about $4,000 a year for something better. Build nothing until at least a few say yes.

### Segments

- **City and county parks departments with public pickleball courts** Rank: PRIMARY; Size: About $25M (4,000 agencies × $6,250, calculated with assumed filters); Growth: Players +479% 2020–2025 (SFIA). Courts 68,458 to 82,613, +20.7% (calculated from USA Pickleball). Broader software 13.1% CAGR (Straits).
- **Private clubs, nonprofits and community facilities** Rank: SECONDARY; Size: About $4.4M (2,300 facilities × $159 × 12, at CourtReserve's lowest published price); Growth: Not stated; the memo was cut off here
**Credibility:** Estimated

**Market name:** Pickleball court booking and league software for US city parks

**Verdict:** Demand is real but crowded. Willingness to pay is unproven. The evidence is thin. Several Reddit items are search snippets only, because the Reddit fetches came back empty. Only two pages were read in full: the Lookout Santa Cruz article and the Evesham notice.

What supports the idea: busy courts cause fights, reservation rules can add new fights, and cities such as Evesham, Norwalk and Santa Cruz County are adopting online booking. Some places charge $5 to $12 an hour for court use.

What weakens it:
- A funded rival (Rec, $11M Series A) already sells court booking to parks departments.
- Cities already use CourtReserve, Rec1 and CivicRec.
- No evidence was found that any parks department pays a subscription for pickleball-specific software. No incumbent city pricing was found either.
- The strongest local reaction found was a fee petition.
- Software cannot fix a shortage of courts.
- The founder's background is unknown, and city sales cycles are slow.

Overall this sits in the typical range, not the launch-ready tier. Do not build yet.

What to validate, in order:
1. Talk to 15 to 20 parks directors, mostly in cities with 6+ pickleball courts. Ask what they use now, what it costs, who signs off, and what budget they have. Ask if they would switch from CivicRec, Rec1, Rec or CourtReserve.
2. Find out what incumbents charge cities. Ask directors, or request quotes as a buyer.
3. Decide who pays the per-booking fee. Test player-pays against city-pays. Santa Cruz suggests player-pays risks backlash, so also test a free-play-plus-reserved-block model like Evesham's.
4. Check whether league and ladder tools are a wedge. This is the only area with DIY workarounds (Google Sheets, a 50-cent-per-player bracket app). Test whether volunteers or cities would pay.
5. Check city procurement rules, such as purchase thresholds and RFPs. The memo's last step was cut off, so this one is incomplete.

### Objections

- Players resist paying for public courts. In Santa Cruz, early-morning regulars petitioned against a 'pickleball tax'. One said pay-to-play 'rewards people that have more money'. A player-paid per-booking fee adds to this risk.
- Incumbents already sell to cities. Rec runs Santa Cruz's reservations. Cities also point residents to CourtReserve, Rec1 and CivicRec. CourtReserve claims 2,300+ facilities (its own claim).
- Software does not add courts. The Lookout piece says the core problem is supply, and the county did not prioritize building more courts. Booking software moves the shortage around. It does not fix it.
- Courts are being cut, and politics dominate. Seattle is weighing cutting 30+ pickleball courts. Brentwood is closing a park's courts. Council time goes to noise and closures, not software.
- Many cities may be too small to justify a contract. Many have only a few courts, and Evesham has eight. At $5 a booking, revenue may not cover a software contract. This is the memo author's inference, not a sourced figure. No price for city software was found.

### Pain points

- Informal turn-taking breaks down on busy public courts. In Carl Schurz Park in New York, players fought over how to manage long waits. A Reddit poster says a city of about 35,000 has had only four courts for six years and asks how to organize waiting. The Reddit item is a search snippet only.
- Cities that add reservations create new conflicts. In Santa Cruz County, QR-code reservations led to groups being kicked off courts. Others reserved half of one park's eight courts for hours. Any product would have to avoid this.
- Confusing rules and fees upset residents. Evesham's fee ordinance led to a belief that players would 'have to pay to play' and be limited to an hour.
- Parks staff dislike some existing software. One parks-staff Reddit snippet prefers CivicRec for ease of use and calls RecTrac 'a nightmare'. A Software Advice reviewer calls RecTrac hard to navigate and 'unreasonably expensive'. Both are snippets only.
- League scoring is often DIY. One player runs ladder leagues on a Google Sheet and asks whether developers want to build something. This is one person's post, not a pattern.

### Demand signals

- Cities are already adopting online reservations for pickleball. Per the memo, Evesham, NJ launched online booking in Oct 2026 and splits its eight courts evenly between reservable and walk-up. Norwalk, CT did the same in Mar 2024.
- Players pay small fees in some places. Evesham charges $5 per booking, or $50 a year for residents. Farragut, TN charges $5 an hour. Manhattan Beach charges $12 an hour for residents. These are city fees for court use, not software prices.
- Investors back this category. Rec, a parks-and-rec software company, raised an $11M Series A in Sept 2025. That shows demand. It also means a funded rival is already selling to cities.
- Vendor claim, weak evidence: Rec's blog says Watertown Parks & Rec projects $10,000+ from instant booking. It comes from a snippet and a vendor's own marketing.
- Players ask for booking tools. A Reddit thread on automatic signup describes a 90-minute slot system with a waitlist window. Snippet only. One thread is thin evidence.

### Search interest

**Summary:** No search-volume or trend data was gathered in the memo, so direction is unknown. Player pain is verified by 8 quote snippets, but each is a fragment and no thread was opened in full. Buyer demand is thin: no parks buyer was found asking for this software, and the one buyer-side signal is a vendor saying parks heads think current courts are good enough. The league and ladder half of the idea is unverified, because no posts about running city ladders or leagues were found. Cities do appear to be adopting reservation systems, and incumbents such as RecDesk already exist.

**Direction:** unknown

**Threads scanned:** About 25 Reddit threads surfaced, mostly r/Pickleball, and about 15 were on topic. I also saw a Facebook group, Quora, LinkedIn, city pages and news. That came from 10 web searches and 3 news searches, about 70 results. Reddit blocked all 3 thread opens, so every quote is a search snippet, not a full post. Author handles and upvote counts are not visible. App-store reviews were not checked.

#### Forces

- **Rivalry** Note: Rec, YourCourts, CivicPlus and CourtReserve already sell here. Rec has raised about $17.2M in total, by the memo's arithmetic.; Score: 2
- **New Entrants** Note: Software is easy to build. City sales cycles are slow. Funded players like Rec keep moving in. This score is my assumption.; Score: 4
- **Suppliers** Note: The memo has no data on suppliers. I assume payment processors and app stores are replaceable. This is an assumption.; Score: 6
- **Buyers** Note: Cities have bargaining power and existing contracts. Many keep courts free, per Rec's blog and YourCourts. YourCourts starts at $225 a year.; Score: 3
- **Substitutes** Note: PlayTime Scheduler is free and claims 570,000+ players. First-come free courts and current city tools also work as substitutes.; Score: 2
**Headline:** Crowded, with a funded rival after the same city buyers. Force scores are my own judgment from the memo, not measured data.

**Verdict:** Crowded field. Score: 25 out of 100. Rec is a funded startup aimed at the same buyer, which is city parks departments. Cities already use booking tools such as rec.us, YourCourts and CivicRec. Many parks keep courts free, which weakens per-booking fees. I found no count of US parks departments or public pickleball courts, so the market is not sized. The memo was cut off after competitor 8, so only 8 of the 13 competitors it mentions are listed here. Treat the list as incomplete.

### Competitors

- **Rec** Domain: rec.us; Status: Active; Threat: HIGH; Channel: Direct sales to cities. City websites link to its booking pages.; Funding: $6.2M seed (March 2024) and $11M Series A (September 2025). About $17.2M in total, by my arithmetic.; Pricing: Not published. It charges departments an 'undisclosed booking fee' that varies by region. It says the fee is 'similar or lower' than incumbents.; Description: Platform for city parks departments. It covers court booking, lessons, programs and staff tools, with a resident app. San Francisco now uses it. In March 2024 it had about 4,000 active users and 8 California cities. That data is old.; How to beat: Its pricing is hidden and a city has to ask for a quote. Publish flat, plain prices. Go deeper on ladders, leagues and waitlist rules. I did not read Rec's league features, so check them first. This is a hypothesis.; Biggest threat: true
- **YourCourts** Domain: yourcourts.com; Status: Active; Threat: HIGH; Channel: Appears to be word of mouth and city 'reserve here' links. This is my inference.; Funding: Not published; Pricing: Flat: $225 per year for up to 2 courts, $435 for 4, $660 for 8. Unlimited members, no contracts.; Est users: Not published; Description: Court reservation software for clubs, HOAs and parks departments. It has 100+ booking rules, waitlists, payments and iPhone and Android apps. A Utah recreation district uses it.; How to beat: Don't compete on cheap booking. Its own page suggests parks rarely charge for court time. Win on city-wide usage reports and on running ladders and leagues. I did not verify whether it has league features.
- **CivicPlus Recreation (CivicRec / REC1)** Domain: civicplus.com; Status: Active; Threat: HIGH; Channel: Government sales and bundling with CivicPlus website products.; Funding: Not found; Pricing: A review site says 'Starts at $3,000 for parks…'. The snippet was cut off, so the unit is unclear.; Est users: Not found; Description: All-in-one recreation suite for local government. It covers registration, facility reservations and payments. It is the incumbent, and a Tennessee city announced a rollout.; How to beat: Support complaints. One Capterra review reads: 'Poor customer service filled with no answers but work arounds'. Be a fast, pickleball-specific add-on. This is one review.
- **PlayTime Scheduler** Domain: playtimescheduler.com; Status: Active; Threat: HIGH; Channel: Local Facebook groups, by word of mouth.; Funding: Not found; Pricing: Free. Premium $25 a year, Power $35 a year.; Est users: 570,000+ players, 2.8M sessions (App Store listing); Description: Free website and app for posting and joining pickleball sessions. Waitlists are a paid feature. The App Store says over 570,000 players and 2.8 million sessions.; How to beat: It schedules games but may not enforce reservation rules or collect city fees. It may also give parks staff no usage reports. That last point is my inference and I did not check it. Your app must be as easy as theirs.
- **CourtReserve** Domain: courtreserve.com; Status: Active; Threat: MEDIUM; Channel: Search and content marketing. It publishes many calculators and guides.; Funding: Not found; Pricing: Launch: $199 a month, or $159 a month billed annually, for 8 courts. Advance: $369 a month, or $329 a month billed annually.; Est users: Claims 2,300+ facilities (company site); Description: Booking, payments and membership software for tennis, pickleball and padel facilities. It is built for private clubs, not city procurement.; How to beat: Price complaints. One Facebook group poster says it is 'doubling their price' and doesn't suit single-court sites. This is one anecdote. Offer cities a per-park price, not per-club.
- **Swish** Domain: swishsportsapp.com; Status: Active; Threat: MEDIUM; Channel: The SwishTournaments marketplace and the DUPR rating integration.; Funding: Not found; Pricing: Virtual Club $75 a month (150 members, 2 leagues or ladders). Pro $125. Enterprise $200. 6-month minimum term. Tournament hosting is free, with a $5 player tech fee.; Est users: Not found; Description: Software for round robins, leagues and tournaments. It names 'Parks & Rec' as a fit for its entry plan. It is strong on leagues.; How to beat: The $75 plan has a 150-member cap and only 2 ladders. Court booking is only an API on the $125 Pro plan. A city with many residents and courts may outgrow it. Bundle booking, waitlists and leagues for the city.
- **Pickleheads** Domain: pickleheads.com; Status: Active; Threat: MEDIUM; Channel: Search for 'pickleball courts near me' and app stores.; Funding: Not read; Pricing: Not read; Est users: Not read; Description: Free court finder with games and groups. It also has round-robin tools. It owns player discovery and could add city booking.; How to beat: Integrate with it for discovery rather than fight it.
- **RecDesk** Domain: recdesk.com; Status: Acquired; Threat: MEDIUM; Channel: Not covered in the memo, which was cut off here.; Funding: Not found; Pricing: Not captured. The memo was cut off.; Description: Web-based recreation software for parks departments, community centers and nonprofits. A source title says Clubessential Holdings announced its acquisition. Threat level is my assumption, because the memo's entry was cut off.; How to beat: Not covered in the memo. Not assessed.
**Your position:** The open gap is narrow. It is pickleball-specific ladders, leagues and waitlist rules, with flat published pricing and usage reports for city staff. This is a hypothesis. I did not check the league features of Rec or YourCourts, so confirm them before you build. Players also already use PlayTime Scheduler for free. The risk is that they ignore a city-run app.

## Moat

**Rating:** PARTIALLY CLONEABLE

**Headline:** A developer could rebuild the software in weeks. The software is not what a city pays for, and nothing here yet protects the product.

### Big player

**Name:** Active Network (ACTIVENet)

**Their move:** Add a pickleball court module with waitlists and league tools to the existing product, and bundle it for current customers. Cities would not need a new vendor. CivicRec and Rec1 sit in the same position. The closer threat is Rec.us, which already does city court reservations. I found no data on ACTIVENet's market share or size. 'Big' here rests on how often it appears in city listings.

**What holds:** StateScoop reports that all-in-one parks software often hasn't been updated for the pickleball era, and NYC's parks department told StateScoop it has no pickleball booking system. A focused product can be better at the one job. Cities also switch vendors: Jacksonville Beach posted that it is moving pickleball and tennis booking away from Skedda (the snippet cuts off, so the destination is unknown). None of this protects you if an incumbent ships a decent module.

**Explanation:** A competent developer with an AI coding agent could rebuild the core quickly. The core is a booking calendar, a waitlist, card payments, ladder and league schedules, and a usage report. Other products already ship these features, and club tools list them on public pricing pages. The technical side would not be hard. What is hard to copy is selling to cities. That means trust, procurement, and fitting into the systems cities already use. A new entrant has none of that today. The idea is also not defended yet: it has no customers, no data and no contracts. So "partially" means the market is hard to enter, not that your product is hard to copy. The rating assumes the founder has no parks contacts. The brief doesn't say either way. Evidence is thin. Several sources are Facebook posts or search snippets.

### Clone stories

- **Rec.us (Rec Technologies)** Note: Your closest rival. It sells modern recreation software to parks departments and runs reservations and an instructor marketplace in San Francisco, which has 139 tennis and 72 pickleball courts across 64 park locations. It shows city buyers will pay for court software, and that a new entrant needs a different angle. I found no funding or revenue figures.; Rating: PARTIALLY CLONEABLE
- **Pickle Planner** Note: Your direct warning. Private clubs and HOAs bought it more readily than parks departments did. Its founder found cities reluctant to pay.; Rating: EASILY CLONEABLE
- **CourtReserve** Note: Club software for pickleball and tennis. Published plans run from $159 a month billed annually for 8 courts to $499 for 32 courts. One club owner's Facebook post says it is doubling its price (one anecdote). It sets the price anchor and targets clubs, not public courts. I found no sign it is moving toward cities.; Rating: EASILY CLONEABLE

### Easy to clone

- Court booking, waitlists and reminders. Rec.us already offers availability filtering, reservation reminders and bot-reduction by mobile verification for San Francisco. Club tools like CourtReserve cover the same ground.
- Ladders and league scheduling. Club software already sells this.
- A free player app. A mobile-friendly web app is cheap to build. Pickle Planner's founder says he designed his for use on any device.
- Price pressure from the bottom. BookThisCourt advertises free use up to 8 courts and 500 bookings a month, then $59 a month. That is their own claim, not checked. A city SaaS price will be compared with numbers like these.

### Hard to clone

- Getting onto a city's approved-vendor path. Pickle Planner's founder says it is a harder market to break into than he thought, and that parks heads often say courts are 'good enough'. That is one founder's account, not a survey.
- Fit with the all-in-one software cities already run (ACTIVENet, CivicRec, Rec1). A standalone tool has to avoid double entry and double accounts.
- City-specific rules: resident-only access, instructor priority, fees with free walk-up windows. Each city's rules take work to learn, and that learning compounds.
- Usage data over time. Rec.us says San Francisco used its court-utilization data to allocate lesson time. A clone starts with no history. This is only a moat if you collect data first.

### Time to clone

**Value:** Demo: about 2–4 weeks. City-ready version: about 4–8 months (both are my assumptions, not sourced).

**Reason:** The code is the cheap part. A city version needs accessibility compliance, a security review, finance exports, staff roles, reliable payments and support. The slow parts are waiting on city staff, budget cycles and procurement, and finding a pilot city willing to sign.

### Defensibility moves

- **Win 2–3 pilot cities before building much more** Detail: Pick cities already in conflict over courts. Seattle's racquet-sports overhaul and a Cape Cod town's reservation system angering players are examples (Cape News: only the headline loaded). Offer a low-cost pilot and ask for a written reference.
- **Plug into ACTIVENet, CivicRec and Rec1 instead of fighting them** Detail: Sync accounts and payments so staff do not enter things twice. Then an incumbent's own module has less to offer.
- **Keep walk-up play free and fair** Detail: The goal is fewer conflicts at busy courts, not a paywall. San Francisco keeps free walk-up windows alongside reserved slots (seen only as a search snippet; the PDF would not load). Build 'reserved blocks plus open-play queue' as the default and prove it cuts disputes with before-and-after numbers.
- **Own the court-usage data and the reports a council wants** Detail: Publish utilization by court and hour. Cities use this to defend decisions such as closing or adding courts. A clone cannot copy that history quickly.
- **Settle who pays the fee before you sell** Detail: Test a flat city subscription with no per-booking fee charged to players. I have no evidence on this, so treat it as a hypothesis to test.

## Business Model

**Model:** Annual SaaS subscription per city, tiered by court count. Free player app. Small payment fee passed through at cost.

### Prices

- **Pilot** Per: city, up to 4 courts; Note: Assumption. Used to get a first reference city. Convert to Starter or City after the pilot.; Price: $0 for 90 days
- **Starter** Per: year, up to 8 courts; Note: About $100 a month. Booking, waitlists and payments. Priced above YourCourts' $660 for 8 courts. It must add ladders and reports.; Price: $1,200
- **City** Per: year, up to 30 courts; Note: About $200 a month. Adds leagues, ladders and city usage reports. This is the recommended tier.; Price: $2,400
- **Payment fee** Per: court payment; Note: Passed through, no markup. Needs checking against a real processor's rates.; Price: Card cost only (no margin)
**Verdict:** This idea scores below the median. The pain is real: busy public courts cause fights, and cities are adopting online booking (Norwalk, Evesham, Santa Cruz County). But I found no source showing that any parks department pays a subscription for pickleball software. Rec has raised about $17.2M and already sells to cities. YourCourts starts at $225 a year. CivicRec and ActiveNet are already in city budgets. Many public courts are free, and a Santa Cruz petition fought a "pickleball tax". So the per-booking fee is weak, and the subscription must carry the business. My unit economics are assumptions, and they are thin: about 1.6 to 1 LTV to CAC and a payback near 38 months.

The recommended price is $2,400 a year per city (about $200 a month). That is well above the $75 median entry price of the competitors I could verify, so you must prove the extra value is ladders, leagues, waitlist rules and usage reports. Those features are unverified against Rec and YourCourts. Keep players free and add no fee on top of court fees. If a city already charges for courts, card costs are passed through at cost. Do not build yet. Your concrete next step is to call 15 to 20 parks departments with six or more public pickleball courts. Ask what they use now, what it costs, and whether they would pay $1,200 to $2,400 a year for pickleball leagues, waitlists and usage reports. Build only if at least a few say yes.

**Model note:** The subscription is the business. The founder has not said who pays the booking fee. I recommend the player pays no extra fee. Where a city already charges for courts, card costs come out of that fee. Santa Cruz players petitioned against a 'pickleball tax', so a player-paid fee is risky.

### Lean canvas

**Score:** 38

#### Blocks

- **Problem** Note: Fights over turns are documented (Carl Schurz Park, Santa Cruz). But buyer pain is unproven, and the core problem is too few courts, which software cannot fix.; Score: 6
- **Customer Segments** Note: US city and county parks departments with crowded courts. Many have only a few courts, and some see no need for booking. Size is my estimate, not sourced.; Score: 5
- **Unique Value Proposition** Note: Pickleball-specific ladders, leagues, waitlists and city usage reports at a flat, published price. This is a hypothesis. I did not check Rec's or YourCourts' league features.; Score: 4
- **Solution** Note: City admin tools plus a free player app. That is two products for one founder to build. Not tested with any city.; Score: 5
- **Channels** Note: Direct sales to cities are slow, with budgets and sometimes procurement rules. Rec already has city websites linking to it. Founder's contacts are unknown.; Score: 3
- **Revenue Streams** Note: Subscription is the main income. Many public courts are free and players resisted fees in Santa Cruz, so booking-fee income is small. No city has been shown to pay.; Score: 3
- **Cost Structure** Note: Software is cheap to run. Main costs are the founder's time, app upkeep, support and city sales travel. All figures are assumptions.; Score: 6
- **Key Metrics** Note: Track paid cities, courts per city, bookings per court, ladder players and renewals. Nothing is measured yet.; Score: 5
- **Unfair Advantage** Note: None found. Rec has about $17.2M in funding and PlayTime Scheduler claims 570,000+ players (App Store listing). Founder background is not stated.; Score: 2
**Headline:** Weakest block: Unfair Advantage. Nothing here stops Rec, YourCourts or CivicRec from copying it.

### Unit economics

**Cac:** $5,000 (assumption)

**Ltv:** $8,000 (assumption)

**Ratio:** 1.6 to 1 (below the common 3 to 1 target)

**Payback:** About 38 months (assumption)

**Gross margin:** 80% (assumption)

**Why this price:** Cities compare against YourCourts ($225 to $660 a year) and incumbent suites, so a high price needs proof. The market research's $4,000 anchor comes from CourtReserve, which sells to private clubs, not cities. I set $2,400 because it is above YourCourts' 8-court price and below CivicPlus's unclear '$3,000' hint. It may also fit under some cities' small-purchase limits, but I did not check any city's rules. Rec hides its prices, so flat published pricing is one way to stand out. Per-booking income is small: Evesham charges $5 a booking and Farragut $5 an hour. All of this is untested, and call results should override it.

### Revenue streams

- **City subscription** Note: $1,200 to $2,400 a year per city. Nearly all revenue. Needs cities to pay for software they may get free from incumbents.; Rank: PRIMARY
- **Payment fee margin** Note: Zero at launch (pass-through). A 1% fee on city court fees is the optimistic case. Many courts are free, so it is small and uncertain.; Rank: SECONDARY
- **League and ladder entry fees** Note: Possible small cut of entry fees. Not tested. Players may prefer free tools like Google Sheets or PlayTime Scheduler.; Rank: SECONDARY

### Pricing position

**Read:** You would price above all three verified entry plans, so you must earn it. Only three prices are verified, and none is a city-wide, league-focused product, so the comparison is rough. A city covers many parks, so a city price is not the same as a one-club price. CivicPlus's '$3,000' hint suggests city software can cost more, but its unit is unclear. Publishing flat prices is the one clear gap, since Rec hides its prices. Cities will likely compare you with YourCourts' $225 to $660, so the Starter tier is the one to test. Whether cities will pay $2,400 is unknown.

**Entry range:** $18.75 to $159 a month (verified entry prices only)

**Median entry:** $75 a month (median of three verified entry prices: $18.75, $75, $159)

**You vs median:** About 2.7x higher. The $200 a month City tier is $125 above the median. The $100 a month Starter tier is about 1.3x.

**Dominant model:** Subscription. YourCourts is flat per year by court count. CourtReserve and Swish are monthly by facility size. Rec is quote-based plus booking fees.

#### Competitor prices

- **YourCourts** Label: $225 a year for up to 2 courts (about $18.75 a month). $435 for 4, $660 for 8.; Monthly: 18.75; Verified: true
- **Swish** Label: Virtual Club $75 a month. 150 members, 2 leagues or ladders. 6-month minimum.; Monthly: 75; Verified: true
- **CourtReserve** Label: Launch $159 a month billed annually, for 8 courts. Built for private clubs.; Monthly: 159; Verified: true
- **CivicPlus Recreation** Label: A review site says 'Starts at $3,000 for parks'. The unit is unclear, so I did not convert it.
- **Rec** Label: Not published. Quote only, with an 'undisclosed booking fee'.
- **PlayTime Scheduler** Label: Free for players. Premium is $25 a year. Player-side product, not comparable to a city subscription.
**Recommended monthly:** 200

**Optimistic prices:** Starter $1,800 a year, City $4,000 a year (the $4,000 anchor in the market research, which is itself an assumption), plus a 1% platform fee on court fees a city collects. Only works if cities see clear value over their current tools.

## Go-to-Market

**Verdict:** This is a real problem with an unproven buyer. Busy public courts cause fights, and cities such as Norwalk, Evesham and Santa Cruz County are moving to online booking. But I found no proof that any parks department pays for pickleball-specific software. The competitor score is 25 out of 100. Rec has raised about $17.2M (my arithmetic from a $6.2M seed and an $11M Series A) and already sells to the same buyer. Cheap tools also exist. YourCourts lists $225 a year for 2 courts and $660 for 8. Your $4,000 assumption is anchored on CourtReserve, which sells to private clubs. Many city courts are free. The Santa Cruz 'pickleball tax' petition shows players resist fees. Booking software also cannot add courts. Treat the score as typical, not launch-ready.

The best wedge I can see is narrow. It is pickleball ladders, leagues and waitlist rules, plus usage reports and flat published prices for city staff. That is a hypothesis. I did not check Rec's or YourCourts' league features. Pick one channel: direct calls to parks directors in cities with 6 or more pickleball courts. Ask what they use, what it costs, who signs, and whether they would pay. Nothing here proves they will, and the founder's government sales experience is unknown. Skip the player app and the per-booking fee until a few directors say yes. Your concrete next step is to call 15 to 20 parks departments that have public pickleball courts and ask how they take bookings today, what that costs, and whether they would pay about $4,000 a year for something better. Build nothing until at least a few say yes.

### Channels

- **Direct outreach to parks directors (calls and email)** Rank: PRIMARY; Reach: DIRECT REACH; Est cac: $3,000 to $8,000 per city in founder time and travel (assumption). A sales cycle of 6 to 18 months is also my assumption. I found no benchmark.; Evidence: The buyer is a named director at each city. Rec sells direct to cities and city websites link to its booking pages. Cities such as Evesham, Norwalk and Stamford show active booking projects. No conversion data was found.
- **NRPA and state parks association events and newsletters** Rank: SECONDARY; Reach: PARTIAL REACH; Est cac: $5,000 to $12,000 per city won, including booth or travel costs (assumption).; Evidence: NRPA is the national body with more than 10,000 US agencies, per NRPA. It publishes research reports and benchmarks. I did not find event or newsletter prices.
- **Peer referrals from pilot cities and parks-staff communities** Rank: SECONDARY; Reach: PARTIAL REACH; Est cac: $1,000 to $3,000 per city (assumption). Not available until you have referenceable customers.; Evidence: Parks staff compare software on r/ParksandRecStaff (snippet only). Cities copy neighbours' booking systems. Evesham and Norwalk both split courts between reservable and walk-up. Only works after a pilot succeeds.
- **Search and content for city staff (guides on court booking rules, fee models, waitlists)** Rank: LATER; Reach: PARTIAL REACH; Est cac: $500 to $2,000 per lead and slow to pay back (assumption). Unproven for cities.; Evidence: CourtReserve publishes many guides and calculators and wins private-club traffic that way. I found no proof that city staff search this way. Cities buy through budgets and quotes, not by sign-up.
- **Player-side groups (local Facebook groups, Pickleheads, PlayTime Scheduler)** Rank: LATER; Reach: WEAK REACH; Est cac: Under $5 per player (assumption). Not a revenue channel, because the app is free.; Evidence: PlayTime spreads through local Facebook groups and has 570,000+ players. But players do not pay in this model. They can pressure cities, but Santa Cruz shows they also fight fees.

### Segments

- **City and county parks departments with public pickleball courts** Fit: Medium fit; Who: Parks and recreation directors, recreation supervisors and facility managers in US cities and counties. NRPA says there are more than 10,000 US park and recreation agencies. Only those with crowded public pickleball courts fit, and I assume about 4,000 do. That count is my assumption.; Budget: Unknown. No city pricing for pickleball software was found. Cheap tools list $225 to $660 a year for 2 to 8 courts. CivicPlus is said to start at $3,000 (unit unclear). My $4,000 a year is an assumption. Small cities with 4 to 8 courts may balk at it.; How they buy: Probably through a director's request, then budget approval, then a quote or tender for larger sums. Purchase thresholds and RFP rules vary by city, and I did not verify them. Rec sells direct and cities link residents to its booking pages. Cities pick tools that connect with what they already use, such as ActiveNet in Norwalk.; Share of tam: About 40% of the $62.5M TAM ($25M, calculated from assumed filters). My SAM for this group is $10.0M. The two figures use different filters.; How they think: They want fewer complaints and fewer fights, and they do not want a new rule that angers residents. Many keep courts free. Council time goes to noise and closures. They avoid risk, and want a vendor that will still be around. Staff do not want hard software. One Reddit snippet calls RecTrac 'a nightmare'.

  - State parks and recreation association conferences
  - r/ParksandRecStaff on Reddit
  - City council and parks board agendas, where fee and booking rules get voted on
  - Local news on pickleball noise, fees and court cuts
  - Triggers:
  - New or converted pickleball courts opening, as in Evesham NJ (Oct 2026)
  - Complaints or a council vote about crowding, fees or noise
  - A contract renewal, or staff frustration with current recreation software
  - Objections:
  - We already use ActiveNet, CivicRec, Rec or CourtReserve
  - Courts are free here, so why add booking or fees? Players will protest.
  - Software does not add courts, and our budget is small
  - Pain points:
  - Crowded courts and turn disputes, as at Carl Schurz Park in New York
  - New reservation rules create new fights. In Santa Cruz County, groups were kicked off courts and others blocked half of one park's eight courts for hours.
  - League and ladder play is run by volunteers on spreadsheets, and staff have little usage data
- **Private clubs, nonprofits and community facilities** Fit: Low fit; Who: Independent pickleball clubs, YMCAs, HOAs and community centres that run a few courts. The 2,300 figure is CourtReserve's own claim of facilities it serves, not a count of the market.; Budget: $159 a month billed annually at CourtReserve for 8 courts. YourCourts lists $225 to $660 a year. One CourtReserve user says it is 'doubling their price' for single-court sites, so some buyers are price-sensitive. This is one anecdote.; How they buy: One owner or board member signs up online after a trial, often within days. No tender is needed. This is my inference from how CourtReserve and YourCourts sell.; Share of tam: About 7% of the $62.5M TAM ($4.4M, calculated: 2,300 facilities × $159 × 12 at CourtReserve's lowest published price). The research memo was cut off here.; How they think: They want low cost and quick setup. They compare CourtReserve, YourCourts, Swish, PodPlay and Playbypoint, and switch on price.
  - Where:
  - Pickleball club-owner Facebook groups
  - r/10s on Reddit (court booking software threads)
  - Pickleheads and Capterra comparison pages
  - Google searches for court booking software
  - Triggers:
  - A price increase from the current vendor
  - Opening a new club or adding courts
  - A league or ladder that has outgrown a spreadsheet
  - Objections:
  - CourtReserve and YourCourts already do this, for less
  - I only have one or two courts
  - Free tools like PlayTime Scheduler are good enough
  - Pain points:
  - Price rises and per-club pricing at current tools
  - Single-court sites find big club software too costly
  - Free tools lack waitlists, or put them behind a paid plan
- **Volunteer league and ladder organizers** Fit: Low fit; Who: Players, club captains and volunteers who run ladders and round robins at city courts. One Reddit user runs ladders on a Google Sheet. This is one post, not a pattern.; Budget: Very low. One Reddit snippet says Pickleball Brackets costs 50 cents per player per league. Swish charges $75 a month. PlayTime is free, or $25 to $35 a year.; How they buy: They find free or cheap tools by word of mouth in Facebook groups, and pay small amounts with a card. They are not a buying committee.; Share of tam: Close to 0% as a direct payer in this model. The payer would still be the city, and no TAM figure was calculated for this group.; How they think: They want the easy tool that their group already uses. They dislike paying, and may ignore an app run by the city.
  - Where:
  - r/Pickleball on Reddit
  - Local pickleball Facebook groups
  - PlayTime Scheduler and Pickleheads
  - Swish and DUPR communities
  - Triggers:
  - A season starting and sign-ups opening
  - A city offering a reserved block for leagues, as Evesham splits courts
  - Group size outgrowing a spreadsheet
  - Objections:
  - PlayTime Scheduler is free and already has 570,000+ players (App Store listing)
  - I will not pay for public courts
  - I do not want another app
  - Pain points:
  - Spreadsheets for scoring and scheduling
  - No way to hold a court block for a league
  - Players drop out and the schedule breaks
**Who pays:** The city or parks department pays the software subscription. Players pay only the court fees that a city already sets. Who pays the per-booking fee is undecided. If the player pays, expect backlash like the Santa Cruz petition against a 'pickleball tax'. If the city pays, it comes out of a small budget. The free player app brings no revenue. It only helps the city side work.

### Master channel

**Why:** The buyer is a small group of named city staff, and the main unknown is whether they will pay. Direct calls test that fastest and cost the least. Rec also sells direct to cities. Cities that already announced online booking (Evesham NJ, Norwalk CT, Stamford CT, Santa Cruz County) show the topic is on the agenda. I found no data on how well cold outreach converts with cities, so the CAC below is an assumption.

**Name:** Direct outreach to parks directors in cities with 6+ pickleball courts

#### Steps

- Build a list of 100 cities with 6 or more public pickleball courts. Use city websites, local news and park pages. Note which tool each uses for booking, and the director's name and email.
- Call or email 40 directors to get 15 to 20 calls. Ask how they take bookings now, what it costs, who signs, their budget, and whether they would pay about $4,000 a year. Do not pitch the app first.
- Offer a free one-season pilot at 2 to 3 parks, in return for a signed letter of intent that states a price for year two. Count the signed letters. Build only if several cities sign.
**What people pay:** Cities pay little or nothing for court access, and software prices for this use are low or hidden. Published software prices: YourCourts $225 a year (up to 2 courts), $435 (4), $660 (8). CourtReserve $159 a month billed annually for 8 courts (about $1,900 a year), or $329 a month on its Advance plan (about $3,900 a year). It targets private clubs. Swish $75 a month for 150 members. PlayTime Scheduler is free, or $25 to $35 a year for players. CivicPlus: a review site says 'Starts at $3,000 for parks', but the unit is unclear. Rec does not publish prices and charges an undisclosed booking fee. Court fees players pay today: Norwalk $15 an hour (residents) and $25 (non-residents); Farragut TN $5 an hour; Manhattan Beach $12 an hour for residents; Evesham NJ $5 a booking or $50 a year for residents; San Francisco $5 a reservation. Most public courts are free. My $4,000 a year is an assumption. It is about 6 times YourCourts' 8-court price. No city has been shown to pay it.

## Playbook

### Anti bias

- Ask only about the last time something happened. Do not ask about the future. Never use 'would you' or 'do you think'.
- Do not pitch in the first 20 minutes. Do not describe your product until the last two minutes, and only to see their reaction to a real next step.
- Count a signal only if it costs them something: a named budget, a signer, an intro to a colleague or a shared document. Praise does not count.
- Write down their exact words, not your summary. Mark each quote as fact (it happened) or opinion (they think it will).
- Seek disconfirming evidence on purpose. Interview at least five parks staff whose courts are free or lightly used, and at least five who already use Rec, CivicRec or YourCourts. Do not only call friendly contacts or cities with a crowding problem.

### Messaging

- **City and county parks staff** Cold email: Hi [Name],

I'm researching how city parks departments handle busy pickleball courts. I'm not selling anything. I have not built a product yet.

I saw that [City] [uses reservations / posts rules for pickleball courts]. I'd like to hear how it works day to day: what goes well, what causes complaints, and what you use to manage it.

Could I ask you 20 minutes of questions? I'll share what I learn from other departments afterward, with no names attached.

If someone else on your team handles this, I'd be grateful for an introduction.

Thanks,

  - Fewer turn disputes at busy public courts
  - Parks staff: tell us how you handle court demand
  - Copy to avoid:
  - 'Revolutionize your parks department.' Hype. Parks staff already see vendor claims, and Rec is a funded rival that says similar things.
  - 'Boost revenue with court fees.' Many public courts are free, and Santa Cruz players petitioned against a 'pickleball tax'. You have no proof of revenue.
  - 'Trusted by cities nationwide.' You have no customers. Never claim users, cities or results you do not have.
- **League and ladder organizers** Cold email: Hi [Name],

Could I ask you 20 minutes of questions about the last season you ran? What tools you used, what took the most time, and what went wrong.

I'm happy to show you what I learn from other organizers afterward. If a short call is too much, a few written answers would also help.

### Channel tactics

- **Direct email and LinkedIn to parks staff** Rank: 1 (primary buyer; the only way to test willingness to pay)
  - First steps:
  - Build a list of 60 cities with public pickleball courts from city websites, mixing cities that already use online booking (e.g. Evesham, Norwalk) with ones that do not. Record the contact, the booking tool, and the court count.
  - Send 10 personalised emails a day with the 'Question about your pickleball court booking' version. Reference one fact from their own website. Follow up once after 5 days, then stop.
  - After each call, log the answers to the six questions in one sheet and ask for one referral. Stop after 15 calls and count how many named a budget, a signer or a current cost.
- **Pickleball Facebook groups and r/Pickleball (for league and ladder organizers)** Rank: 2 (cheaper and faster to reach, but organizers are not the buyer)
  - First steps:
  - Read each group's rules. Ask an admin for permission before posting. Post a short research request, not a pitch: 'I'm studying how people run ladders. 20 minutes, no sales.'
  - Message organizers who already publicly run a ladder or league. Use the DM text. Aim for 10 interviews.
  - Ask each organizer: 'Who at the city or park do you deal with for court time?' Use the answers as warm intros back to Channel 1.
- **Parks and recreation community and association events** Rank: 3 (slower, but builds trust with a buyer who buys slowly)
  - First steps:
  - Post a research request, not a pitch, in r/ParksandRecStaff after reading its rules. Ask: 'How do you handle booking and waitlists for busy courts?'
  - Find your state parks and recreation association's conferences and member meetings. Check the dates and costs yourself. Do not assume them.
  - Offer a 15-minute session, a short summary of what you learn from interviews, to a local chapter. Share results only. Take no sales meetings until at least a few directors have named a budget.

### Interview guide

- **City and county parks staff (directors, recreation supervisors, facility schedulers) who run public pickleball courts** Target interviews: 15
  - Where:
  - Cold email and LinkedIn to parks and recreation staff in cities that already post pickleball rules or booking pages (staff are listed on city websites)
  - r/ParksandRecStaff, as a research post, with moderator rules followed
  - State parks and recreation association events and member directories
  - Cities named in the research that adopted online booking: Evesham NJ, Norwalk CT, Santa Cruz County CA
  - Questions:
  - Tell me about the last time a pickleball court got crowded or two groups argued over turns. What happened, and who got pulled in?
  - How do people get a turn or book a court today? Who set that up, and when did it last change?
  - Tell me about the last time you changed a court rule or fee. What set it off, and who had to approve it?
  - What do you use now for facility bookings or leagues? What did you pay at the last renewal, and who signed it?
  - The last time someone asked how many people use the courts and when, how did you answer? How long did it take?
  - Think of the last software the department bought or seriously looked at. How did it start, how long from first call to signed, and what almost stopped it?
  - Red signals:
  - They say courts are free, nobody complains and booking is not a priority.
  - Their current suite already does it and they say switching is not possible before the next contract ends.
  - They only give polite praise and will not name a budget, a signer or a next step.
  - Green signals:
  - They describe a specific recent conflict or complaint, with dates, and they spent staff time on it.
  - They name a budget line, a purchase limit or a person who signs, and they show you their current tool without being asked.
  - They have already tried to fix this, for example by adding reservations or a spreadsheet, and the fix cost them something.
- **League and ladder organizers (club volunteers, parks program staff, informal group leaders) who run pickleball play on public courts** Target interviews: 10
  - Where:
  - Local pickleball Facebook groups, asking for organizers who run ladders (follow group rules, no pitching)
  - r/Pickleball threads where people ask about ladders, round robins and scheduling
  - Ladders and leagues posted on city recreation program pages: contact the listed organizer
  - Local clubs and open-play groups that meet at public courts
  - Questions:
  - Tell me about the last league or ladder you ran from start to finish. What tools did you use at each step?
  - Walk me through the last time something went wrong, such as no-shows, disputed scores or schedule changes. What did you do?
  - How did players sign up and pay last time? What did you collect, and how did the money move?
  - What other tools have you tried for this? What happened to each one, and why did you stop?
  - How did you get court time for your last league? Who did you ask, and what did it cost or take?
  - The last time you spent money on your league, such as software, prizes or court fees, what was it and who paid?
  - Red signals:
  - They run one casual group and say Google Sheets is fine.
  - They have never tried to change how they run it.
  - They say the city would never let them use a tool, or they want it free and have never paid for anything.
  - Green signals:
  - They run ladders or leagues now, use a spreadsheet or several apps, and can show you the sheet.
  - They have paid for a tool, or tried to, and they can say why they dropped it.
  - They name a clear time cost, such as hours per week spent on scores and scheduling.

## Validation

### Tests

- **Parks director interviews** Cost: $0 to $100 (time, a call tool); Days: 14; Pass: At least 4 say yes to a priced offer and at least 2 sign a letter of intent or agree to a pilot.; Method: Call or email 15 to 20 parks departments with 6+ public pickleball courts. Ask what they use, the cost, who signs, and their reaction to two prices. Ask for a letter of intent or pilot.
- **Competitor feature and price check** Cost: $0; Days: 5; Pass: At least 3 league or waitlist features are missing in the main city tools, and you learn at least 2 real city price points.; Method: Book demos or read docs for Rec, YourCourts, CivicRec and Swish. Build a table of league, ladder, waitlist and report features. Request a quote as a buyer to find city prices.
- **Procurement check** Cost: $0; Days: 7; Pass: At least 5 of 10 can buy under their no-bid limit in under 6 months.; Method: Ask 10 cities for their no-bid purchase limit and the timeline of their last software buy. Check public council agendas for past software contracts.
- **Player survey and landing page** Cost: $0 to $100; Days: 10; Pass: 100 responses; over 50% would use it; under 25% object to a $5 fee.; Method: Post a short survey and a one-page mockup in 3 local pickleball Facebook groups. Ask about using a city booking app, ladders and a $5 fee.
- **Ladder pilot with one city or volunteer** Cost: $0 to $50; Days: 30; Pass: At least 20 players join and the organizer or city says they would pay a stated price to keep it.; Method: Run one ladder or league by hand (form, sheet, text updates) for a city or a volunteer organizer. Track how many players join and whether the organizer would pay.

### Today

**Summary:** Today, most public courts run first-come, first-served. Players sort out turns by informal rules, and this breaks down on busy courts. Some cities now add online booking, often for only part of the courts. They use Rec, ActiveNet, CivicRec or CourtReserve. Leagues and ladders are run by volunteers on Google Sheets or cheap bracket apps. Players also organise games through PlayTime Scheduler, which is free. The pain is real, but the evidence is thin. Several community items are search snippets only. I found no evidence of what cities pay for this or whether they would pay for pickleball-specific software. Evidence on workarounds is good. Evidence on willingness to pay is weak.

**Evidence:** SOME EVIDENCE

**Go rule:** GO only if all three hold after the tests: (1) at least 4 of 15 to 20 directors say yes to a priced offer and at least 2 sign a letter of intent or pilot; (2) at least 5 of 10 name a league or waitlist gap that Rec, YourCourts and CivicRec do not cover; (3) at least 5 of 10 can buy without a long tender. STOP if fewer than 2 directors say yes at any price, or if the price they accept is near YourCourts' $225 to $660 a year, since that cannot support a one-founder company. If only the league gap passes, consider selling league tools to volunteers and clubs instead.

### Test first

**Bet:** US city parks departments will pay a yearly subscription (the memo's anchor is about $4,000, an assumption) for pickleball booking, waitlists and leagues, even though Rec, YourCourts and CivicRec already sell court booking to cities. I found no evidence that any parks department pays for this. YourCourts lists $225 to $660 a year, which is far below $4,000.

**Risk:** HIGH RISK

**How to test:** Call 15 to 20 parks departments that have 6 or more public pickleball courts. Ask what they use today, what it costs, who signs off, and whether they would pay a set price for pickleball-specific leagues, waitlists and usage reports. Test two price points, for example $1,000 and $4,000 a year. Ask for a written letter of intent or a pilot commitment, not just 'sounds good'. Build nothing first.

### Assumptions

- **Cities will pay a separate subscription (about $4,000 a year, my assumption) for pickleball software when Rec, YourCourts, CivicRec and ActiveNet already take court bookings.** Risk: HIGH; Test: Interview 15 to 20 parks departments with 6+ public pickleball courts. Show two prices ($1,000 and $4,000). Pass if at least 4 say they would pay and 2 sign a letter of intent or pilot.
- **Leagues, ladders and waitlist rules are a real gap that Rec, YourCourts and CivicRec do not fill. I did not check their league features.** Risk: HIGH; Test: Request demos or read the docs for Rec, YourCourts and CivicRec this week. Make a feature table. Then ask 10 directors which league and waitlist features they lack. Pass if 5 or more name a gap unprompted.
- **A parks department can buy this without a long tender or procurement process (my SAM filter of 40%).** Risk: HIGH; Test: Ask 10 directors for their purchase threshold, who signs, and how long the last software buy took. Pass if at least 5 can buy under their no-bid limit and in under 6 months.
- **Players will use a city-run app when free PlayTime Scheduler and Pickleheads already exist, and will accept paying small fees.** Risk: MEDIUM; Test: Run a simple landing page and a survey in 3 local pickleball Facebook groups. Pass if 100 responses show over 50% would use a city booking link and under 25% say they would object to a $5 fee. Santa Cruz shows fee backlash is possible.
- **A per-booking fee adds meaningful revenue. Who pays it is undecided, and many courts are free.** Risk: MEDIUM; Test: Ask 15 cities how many reservable bookings they expect a year and whether they charge. Pass if at least half charge or plan to charge, and the median is above 2,000 paid bookings a year per city. The 5,000 figure is my assumption.
- **Booking rules reduce conflicts at busy courts instead of creating new ones, as happened in Santa Cruz.** Risk: MEDIUM; Test: Interview 5 staff at cities that have added booking. Ask whether complaints rose or fell. Pass if at least 3 of 5 report fewer complaints.
- **The founder can reach city parks buyers and ship web and mobile apps. Founder background is not stated.** Risk: MEDIUM; Test: List your direct contacts in parks departments and your build skills. Pass if you have 5 warm intros to directors, or a co-founder who covers sales or engineering.
- **Pickleball demand stays high enough to keep cities buying. Players hit 24.3M in 2025 (SFIA), but some cities are cutting courts over noise.** Risk: LOW; Test: Check SFIA and USA Pickleball reports each year. Check 10 target cities for court closure votes. Pass if fewer than 2 of 10 are cutting courts.

### Validate before building

- **Will parks directors pay a set yearly price for pickleball booking and leagues?** Proof: Out of 15 to 20 directors, at least 4 say yes at $4,000 a year (or at a lower price you test), and at least 2 sign a letter of intent or agree to a pilot.
- **Do the tools cities already use leave a real gap on ladders, leagues and waitlists?** Proof: At least 5 of 10 directors name a missing league or waitlist feature unprompted, and your feature table shows at least 3 features missing in Rec, YourCourts and CivicRec.
- **Can a city buy this fast and small enough to suit a one-founder company?** Proof: At least 5 of 10 cities can buy under their no-bid limit, and the last comparable software buy took under 6 months.
- **Who pays the booking fee, and is there enough paid volume?** Proof: At least half of 15 cities charge or plan to charge, the median is 2,000 or more paid bookings a year, and under 25% of 100 surveyed players object to a $5 fee.
- **Do players want a city booking app, and does it reduce conflict?** Proof: Over 50% of 100 surveyed players would use it, and at least 3 of 5 cities that added booking report fewer complaints.

## Financial

**Verdict:** This idea sits in the typical range, not the launch-ready tier. I would put it near 40 out of 100 as an idea, and I would not build yet. The pain is real: busy public courts cause fights, and SFIA counts 24.3M US players in 2025, up from 4.2M in 2020. But the buyer is a city, and I found no proof that any parks department pays for pickleball-specific software. Rec, which sells to the same buyers, raised $6.2M in seed funding and an $11M Series A. YourCourts publishes prices from $225 a year. Cities also already use CivicRec, ActiveNet and CourtReserve. Most public courts are free, and a Santa Cruz County fee drew a petition. So the per-booking fee is weak revenue, and the plan leans on a subscription I priced at $4,000 a year. That price is my assumption, anchored on CourtReserve, which sells to private clubs.

On my numbers, the first year burns about $96,000 ($8,000 a month, an assumption). Even the optimistic case earns about $4,000 a month by month 12. Break-even needs about 24 paying cities, which I put near month 30. That is a guess, because I found no benchmark for city sales speed. The founder's background is unknown, and cold selling to cities is slow. The one possible wedge is leagues, ladders and waitlist rules plus usage reports, since the research shows people running ladders on spreadsheets. I did not check whether Rec or YourCourts already offer this. Your concrete next step is to call 15 to 20 parks departments with six or more public pickleball courts. Ask how they take bookings today, what it costs, who signs off, and whether they would pay about $4,000 a year. Build nothing until at least three say yes.

### Scenarios

- **CAUTIOUS** Driver: Cities take months to budget. Only two small cities sign by month 12, both at $4,000 a year (assumed price), with no booking-fee income.; M6 mrr: 0; M12 mrr: 667; Likelihood: About 50% (my judgment). Most likely, given slow city sales and free incumbents.; M6 customers: 0; M12 customers: 2
- **MIDDLE** Driver: A free pilot in one city turns into the first paid contract around month 6. Referrals and parks conferences then add about one city a month.; M6 mrr: 333; M12 mrr: 2000; Likelihood: About 35% (my judgment). Needs a working pilot and a real wedge in leagues.; M6 customers: 1; M12 customers: 6
- **OPTIMISTIC** Driver: The founder already knows parks directors. Small cities buy without a tender, and the league tools beat what Rec and YourCourts offer. This is unchecked.; M6 mrr: 1000; M12 mrr: 4000; Likelihood: About 15% (my judgment). Needs prior parks contacts or a very clear league wedge.; M6 customers: 3; M12 customers: 12

### Raise plan

**Note:** The first year costs about $96,000 on my assumptions, and even the optimistic case earns only about $4,000 a month by month 12. Fund the first 6 to 9 months from savings or a few consulting days a month. Investors will want proof that cities pay. Rec raised $17.2M in total (the memo's arithmetic), so a pickleball-only product must show a clear gap against it. Raise only once you can show that gap.

#### Proofs

- 15 to 20 parks director interviews done, with notes on current tools, current cost, who signs off and budget limits.
- At least 3 signed paid pilots or written letters of intent from cities with 6+ pickleball courts, at a stated annual price.
- Real price data: what Rec, CivicRec and ActiveNet charge cities, from at least 3 quotes or director answers.
- One live city test that settles who pays the per-booking fee (player or city), with complaints and no-show rates tracked.
- Proof the league and ladder wedge works: for example, 200+ players on ladders in one pilot city, and staff still using it after 3 months.
**Next round:** Bootstrap first. Consider a small pre-seed (about $250K–$500K, my assumption) only after the proofs below.

### Fundability

**Note:** Low for outside money today. The need is real, but a funded rival (Rec) already sells to the same buyers. No city has been shown to pay for this, and the founder's background is unknown. City sales cycles are slow and the revenue per city is small ($4,000 a year is my assumption). Bootstrap and collect proof first. Investors may get interested after 3 or more paying cities and a clear league wedge.

**Score:** 27

**Monthly burn:** $8,000/mo

**Burn benchmark:** All of this is my assumption: a lean solo founder with a part-time contractor burns about $8,000 a month, or about $96,000 over 12 months. I found no sourced burn benchmark for city-software startups. If you code the product yourself, the contractor line drops and burn falls to about $5,500.

### Burn breakdown

- **Founder living stipend (assumption)** Pct: 37.5; Amount: $3,000/mo
- **Part-time contract mobile/web developer (assumption)** Pct: 31.25; Amount: $2,500/mo
- **Sales and travel: demos, parks conferences (assumption)** Pct: 12.5; Amount: $1,000/mo
- **Cloud, app store fees, SMS, tools (assumption)** Pct: 6.25; Amount: $500/mo
- **Legal, insurance, accounting, vendor registration (assumption)** Pct: 6.25; Amount: $500/mo
- **Buffer for surprises (assumption)** Pct: 6.25; Amount: $500/mo

- **Rec (rec.us)** Note: Closest rival: sells court booking and programs to city parks departments. Source: TechCrunch and press release.; Amount: $6.2M seed (Mar 2024)
- **Rec (rec.us)** Note: Athlete-backed round (Forbes, PR Newswire). About $17.2M in total, by the research memo's arithmetic.; Amount: $11M Series A (Sept 2025)
- **RecDesk** Note: Parks software was bought, not funded. A source title says Clubessential announced the deal. Terms were not found.; Amount: Acquired by Clubessential Holdings (price not found)
- **YourCourts, CourtReserve, PlayTime Scheduler, Swish** Note: I found no funding data for these. YourCourts sells at $225 a year for 2 courts. CourtReserve claims 2,300+ facilities (its own claim).; Amount: No funding found

## Action Plan

### Timeline

- **Week 1** Milestone: The target list is done, you know what rivals offer, and the first 5 calls are booked. No code written.
  - Tasks:
  - **Build the 60-city target list with a named contact and the current booking tool for each.** Success: 60 rows filled in. At least 40 have a direct email or phone number (my target).
  - **Read the public pages of Rec, YourCourts, CivicPlus Recreation, Swish and CourtReserve. Note price, league, ladder and waitlist features.** Success: A one-page comparison exists. Every cell is marked 'read' or 'not found'. Nothing is guessed.
  - **Write a five-question call script. Questions: current tool, cost, who signs, budget, would you pay about $4,000 a year.** Success: You tested the script on 2 friendly contacts. It runs under 20 minutes.
  - **Send quote requests to Rec and CivicPlus as a buyer. Send outreach emails to the first 20 directors.** Success: At least 5 calls are booked. 2 quote replies arrive, or you note that none came.
- **Month 1** Milestone: A go or no-go memo built from at least 15 director calls. It says how many would pay and what they said about price and who pays fees.
  - Tasks:
  - **Finish 15 to 20 calls with parks directors, favoring cities with 6 or more pickleball courts.** Success: 15 or more calls are logged in a sheet with the same five answers each.
  - **Ask 5 league or ladder organizers (volunteers or city staff) how they run play now and whether they or their city would pay for a tool.** Success: 5 interviews done. You can say whether leagues are a real wedge or a nice extra.
  - **Ask each director who pays the booking fee and how they handle purchase thresholds or tenders. Record the dollar limit that avoids a formal bid.** Success: At least 8 directors give a threshold or say they do not know. You list the answers as stated, not as averages.
  - **Write a one-page go or no-go memo. State how many said yes, maybe and no. State the price they named.** Success: The memo uses only call data. If fewer than 3 directors would pay, the memo says stop or change direction.
- **Month 3** Milestone: Either 2 live pilots with real bookings, or a clear decision to stop or pivot. The 2 pilots is my target.
  - Tasks:
  - **If the memo says go, get 3 letters of intent or paid pilot agreements. Use the price directors named. Do not use a made-up price.** Success: 3 signed documents. At least 1 includes a payment, however small.
  - **Build the smallest working version for 1 or 2 pilot cities: court setup, reservation rules, waitlist, and one ladder. Use off-the-shelf tools and a mobile-friendly web app before any native app.** Success: One pilot park runs real bookings for 4 weeks. Staff can set rules without your help.
  - **Measure at the pilot: bookings made, no-show rate, rule disputes reported to staff, and hours of staff time saved.** Success: You have four numbers from real use. You compare them with the city's baseline from before.
  - **Set the first price list from pilot and call data. Include the subscription and who pays any booking fee. Test it with 5 more directors.** Success: At least 2 of 5 accept the price without a discount (my target). Otherwise you adjust and retest.

### Key hires

- **Part-time parks and government sales advisor** When: Before the director calls start, in Week 1 to Month 1. Sooner if you have no parks contacts.; Priority: CRITICAL; Viable until: About $10,000 MRR (assumption). That is 30 cities at $4,000 a year, calculated. After that, one person cannot handle the sales cycle and the support.; Solo alternative: Make the calls yourself. Ask your own city's parks staff for introductions. Join local parks and recreation meetings. Expect slower progress. The founder's contacts and government sales experience are unknown.
  - Tools:
  - Google Sheets
  - HubSpot free CRM
  - LinkedIn
  - Calendly
- **Mobile and web developer** When: After the go decision, at about Month 3. Only if at least 3 written commitments exist.; Priority: IMPORTANT; Viable until: About $3,000 MRR (assumption). Past that, bugs and city feature requests will take more time than one contractor can give.; Solo alternative: Build a mobile-friendly web app with no-code or low-code tools and a hosted payment checkout. Skip the native app until cities ask for it. If you cannot code, hire a contractor for a fixed scope.
  - Tools:
  - Stripe
  - Supabase
  - Flutter
  - Figma
- **Customer onboarding and support person** When: After about 10 paying cities (assumption). Not before.; Priority: LATER; Viable until: About $15,000 MRR (assumption). My year-3 estimate is about $187,500 ARR, which is about $15,600 a month. That is a guess, not a forecast.; Solo alternative: Write a short setup guide and record training videos. Run onboarding calls yourself. Use a shared inbox for support.
  - Tools:
  - Intercom
  - Loom
  - Notion
  - Zendesk

### Next moves

- **Build a target list of 60 US cities and counties that run public pickleball courts. Favor those with 6 or more courts. Find the parks director or recreation manager for each, plus the booking tool each city uses today.** Done when: A sheet has 60 rows. Each row has a named contact, an email or phone number, and the current booking tool (or 'none, first-come'). The 60 is my target, not a sourced figure.
- **Call 15 to 20 parks directors from that list. Ask five things: how you take bookings now, what it costs, who signs off on new software, what budget you have, and would you pay about $4,000 a year for better. The $4,000 is an assumption anchored on CourtReserve's club pricing, not proof that cities pay.** Done when: At least 15 calls are finished and every answer is logged. You can say how many said yes, maybe or no on paying.
- **Map the incumbents. Read what Rec, YourCourts, CivicPlus and Swish publish. Ask Rec and CivicPlus for a quote as a buyer. Check whether any of them has ladder, league or waitlist rules. The research did not verify their league features.** Done when: A one-page table shows price (or 'quote only') and league, ladder and waitlist features for at least 4 vendors. YourCourts' published $225 a year for 2 courts is one known data point.
- **Ask the directors who are interested for a written letter of intent or a paid pilot. Also test who pays the per-booking fee: player, city, or neither. Santa Cruz County players petitioned against a 'pickleball tax', so test a free-play plus reserved-blocks model too.** Done when: You have 3 signed letters of intent or paid pilot agreements. If you have fewer than 3, you write down the reason and decide whether to change the idea or stop. The 3 is my threshold, not a benchmark.
**Next moves milestone:** Build nothing until at least 3 parks departments say in writing that they would pay. The research found no proof yet that any city pays for pickleball-specific software.

### Watch

- **Likely buyers are recreation-software firms that already own this space (for example, Clubessential bought RecDesk, per a source title). A small niche with about 30 cities is a small prize. An acquirer may prefer to build it.** Category: Exit potential; What to do: Keep the option open by building one feature that incumbents lack, such as leagues or usage reports. Do not plan around an exit yet.
- **Booking, payments and apps are easy to build. That is why rivals are many. Real risk is in payments for government, data security and integration with ActiveNet or CivicRec, which cities may require.** Category: Technology; What to do: Ask directors if they need integration with their current suite. Use a standard payment processor. Do not build your own payments.
- **City procurement rules, such as purchase limits and tenders, decide how fast you can sell. Some cities will require an RFP above a spend threshold. The research did not finish this check. Noise fights and court closures (Seattle, Brentwood, Carmel) also eat council time.** Category: Legislation; What to do: Check purchase thresholds in five target cities. Price your first contract below the no-tender limit if there is one.
- **Handling resident payments and personal data for a government brings contract and privacy duties. The research found no cases, so this is a general risk. Also, players already use free tools like PlayTime Scheduler (570,000+ players per its App Store listing), so a city-run app may be ignored if it is harder to use.** Category: Litigation; What to do: Have a lawyer read your first city contract and privacy terms before you sign. Make the player side as simple as the free tools, or integrate with one.
**Headline:** Real court crowding, but a funded rival already sells to your buyer, and no one has shown a city will pay. Do not build yet.

### Fix first

- **Rec (rec.us) sells booking to city parks departments. It raised a $6.2M seed (March 2024) and an $11M Series A (September 2025), about $17.2M in total by the research's arithmetic. San Francisco and Santa Cruz run on it. YourCourts starts at $225 a year. CivicRec and ActiveNet are already inside many cities. You would arrive late, with less money, against the same buyer.** Category: Competition; What to do: Before writing code, read what Rec and YourCourts do for leagues, ladders and waitlists. The research did not check this. If they already do it, drop the idea or change the buyer. If they do not, test whether a few directors see that gap as worth paying for.; Most severe: true
- **No evidence that any parks department pays for pickleball-specific software. Cities sell slowly, with budget approvals and sometimes tenders. Many cities have few courts (Evesham has eight). The $4,000 price is borrowed from CourtReserve, which sells to private clubs. The year-3 goal of 30 cities is a guess.** Category: Sales & Marketing; What to do: Call 15 to 20 parks departments with 6 or more public pickleball courts. Ask how they take bookings now, what it costs, who signs off, and their budget. Ask if they would pay about $4,000 a year. Build nothing until a few say yes. Ask for a letter of intent or a pilot commitment, not just kind words.
- **Revenue is thin. The research puts the realistic year-3 figure at about $187,500 a year, and $120,000 if cities do not pay the booking fee. That is a guess. Most public courts are free, so booking fees are small. Players are not the payer, and the app is free. A long sales cycle plus low revenue could run out your cash before the first renewal.** Category: Funding; What to do: Work out how many months of cash you have. Plan for the first paying city to take 9 to 18 months (an assumption, since no benchmark was found). Do not hire or build a full two-sided app until you have paid pilots.
- **This is an idea with no validation. The market size, price, fee split and share of qualifying cities are all assumptions. The founder has not stated parks contacts, government sales experience or mobile skills. A two-sided product (city tools plus a player app) is a lot to build before any proof.** Category: Stage; What to do: Start with the smallest test. Run one city's waitlist or ladder with a simple tool or spreadsheet. See whether staff and players use it. Only then build the app.
- **Booking systems can make crowding worse. In Santa Cruz County, QR-code reservations led to groups being kicked off courts, and others reserved half of a park's courts for hours. Players there petitioned against a 'pickleball tax'. If your product causes a fee fight, the city blames you.** Category: Reputation; What to do: Decide who pays the fee before you pitch. Test a free-play-plus-reserved-block model like Evesham's, where courts are split between reservable and walk-up. Default to no player fee at first. Add rules to cap how many hours one group can hold.
- **Founder background is unknown. Selling to government needs patience, procurement knowledge and contacts. Mobile development is also needed. One person may not cover both.** Category: Management; What to do: State plainly what you have. If you have no parks contacts, find an advisor who has sold to a city, or a co-founder with that background, before spending money.

### Strengths

- **Stage** Note: Demand for the sport is solid. SFIA reports 24.3M US players in 2025, up from 4.2M in 2020. Courts grew only 20.7%, from 68,458 to 82,613 (calculated from USA Pickleball). That points to crowding.; What to do: Use this only to find cities with crowded courts. Players are not the payer, so do not treat it as proof of sales.
- **Competition** Note: The funded rival and several cities adopting online booking show the category is real. Evesham NJ and Norwalk CT both launched booking. Rec's pricing is hidden. League and ladder work is still done on spreadsheets by hand in places. That is a possible gap, but only one post and one comment support it.; What to do: Test leagues and ladders as the wedge. Ask directors who runs their leagues now, and whether they would pay to stop it.
- **Sales & Marketing** Note: Incumbents draw complaints. One parks-staff snippet calls RecTrac 'a nightmare'. One Capterra review of CivicPlus cites poor support. These are single comments, but they hint that cities would hear a simpler pitch.; What to do: Ask directors what they dislike about their current tool. Use their own words in your pitch.

### Pre mortem

- **Stage** Story: You spent three months building a web app and a player app. Then you called parks departments. Most already use ActiveNet, CivicRec or Rec. Several said booking was optional, and their courts were free. A few said Rec had already pitched them. You had a product and no buyer to test it on.; Quarter: Q1; Severity: SERIOUS; Early warning: After 10 calls, fewer than 2 directors say they have a budget line or a problem worth paying for. Or most say 'we already have something'.
- **Sales & Marketing** Story: One city agreed to a pilot, but it sat in a budget cycle. Another needed a formal tender. Nobody signed. Meanwhile Rec added ladders and waitlists to its platform. You had no revenue and no clear difference. Your savings ran down.; Quarter: Q2; Severity: FATAL; Early warning: No signed pilot or letter of intent after 60 days of outreach. Or a competitor's release notes list leagues or ladders.
- **Funding** Story: You got two small cities at low prices. The city would not pay the per-booking fee, and players pushed back on paying at all. Revenue was about the subscription only, far below the $4,000 target. Support for each city cost more than it paid. Investors saw a small niche against a funded rival and passed. You shut down.; Quarter: Q4; Severity: FATAL; Early warning: Your average signed price is under $2,000 a year, or cities ask for custom work or free pilots with no end date.

### Regulatory

**Note:** No one regulates pickleball booking software as such. The exposure is in selling to government. Cities may need tenders above set spend limits, insurance, and data and privacy terms. You will also handle resident payments, so use a standard payment processor and check card-data rules. Local fee rules matter too. Evesham needed an ordinance for fees, and Santa Cruz faced a petition. Your product's fee model depends on what each city's council allows. The research did not finish the procurement check, so confirm thresholds in your first target cities.

**Exposure:** MEDIUM

## Synthesis

### Swot

#### Threats

- From: competitors; Text: Rec ($17.2M raised) and YourCourts already sell to cities. CivicPlus, ActiveNet and CourtReserve are also in use.
- From: community; Text: Player backlash to fees. Santa Cruz players petitioned against a 'pickleball tax'. A player-paid booking fee adds risk.
- From: competitors; Text: Cheap or free substitutes. YourCourts starts at $225 a year. PlayTime Scheduler is free, with 570,000+ players claimed on its App Store listing.
- From: community; Text: Software does not add courts. Some cities are cutting courts over noise, and council time goes to closures, not software.

#### Strengths

- From: market; Text: Demand for the sport is solid. 24.3M US players in 2025, up from 4.2M in 2020 (SFIA). Courts grew only 20.7%, so crowding is plausible.
- From: community; Text: The pain is visible. Players dispute turns at busy public courts, such as Carl Schurz Park in New York and a small city with four courts.
- From: competitors; Text: A possible gap exists: pickleball-specific ladders, leagues and waitlist rules, with flat published prices and usage reports for city staff. This is a hypothesis; I did not check rivals' league features.

#### Weaknesses

- From: community; Text: No evidence yet that any city pays for this as a separate product. Willingness to pay is unproven.
- From: market; Text: Founder background is unknown: parks contacts, government sales experience and mobile skills are all unstated.
- From: market; Text: Pricing and the per-booking fee payer are undecided. The $4,000 price is anchored on a product for private clubs.
- From: competitors; Text: Evidence is thin. Several community items are search snippets only, and the competitor list covers 8 of 13 named rivals.

#### Opportunities

- From: competitors; Text: Rivals hide prices. Rec makes cities ask for a quote. Flat, published pricing could stand out.
- From: community; Text: League and ladder admin is still done by hand in spreadsheets. It is the one area with DIY workarounds. It may be a wedge.
- From: community; Text: Cities are adopting online booking: Evesham, NJ, Norwalk, CT and Santa Cruz County. Evesham splits courts between reservable and walk-up play.
- From: competitors; Text: Incumbent suite users complain about support and usability (one Capterra review, one Reddit snippet). A fast add-on could fit. These are single anecdotes.

### Tiles

**Price:** $4,000 a year per city (assumption, anchored on CourtReserve, which sells to private clubs). YourCourts lists $225 to $660 a year for parks. The 3% booking fee is also an assumption.

**Ltv cac:** Not calculable. No churn, sales cost or contract data was found. City sales cycles are slow, so CAC is likely high. This is my judgment, not a measured figure.

**Breakeven:** Not calculable. No cost data was given. At the assumed $4,000 a year, 30 cities is only $120,000 a year (30 cities is itself a guess). That is probably too little for a funded team.

**Top threat:** Rec (rec.us): it sells to the same city buyers, has raised about $17.2M, and already runs reservations for Santa Cruz and San Francisco.

**Market size:** About $62.5M a year TAM (assumption-based). SAM about $10.0M. Year-3 SOM about $187,500 ARR (guess). Only the 10,000+ agency count is sourced.

**Pricing tier:** City subscription per agency, plus a per-booking fee. Both are untested. Who pays the fee is undecided.

**Summary:** This idea is a crowded, unproven B2B2C bet. Player demand is real: SFIA counts 24.3M US pickleball players in 2025, up from 4.2M in 2020. Courts grew only 20.7%, from 68,458 to 82,613, so crowding is plausible. But players don't pay in this model. The buyer is a city, and I found no evidence that any parks department pays a subscription for pickleball-specific software. Funded rivals already sell to the same buyer. Rec has raised about $17.2M, including an $11M Series A in Sept 2025. YourCourts lists parks pricing from $225 a year. My bottom-up sizing is about $62.5M a year at most (TAM), $10.0M reachable (SAM) and about $187,500 in year-3 recurring revenue (SOM). The prices, bookings per agency and agency filters in those figures are my assumptions. The only sourced input is the agency count: NRPA says more than 10,000. The competitor section scores the field 25 out of 100. The evidence is thin: several community items are search snippets only. This is not launch-ready. Do not build yet. Call 15 to 20 parks departments first.

**One liner:** Software for US city parks departments to manage public pickleball court booking, waitlists and leagues, with a free player app.

### Hypotheses

- **At least a few parks departments with 6+ public pickleball courts would pay about $4,000 a year for booking, waitlists, leagues and usage reports, even though cheaper tools exist.** Priority: HIGH; Timeline: 6 to 8 weeks; How to test: Call 15 to 20 parks directors or recreation managers. Ask how they take bookings now, what it costs, who signs off, what budget exists and whether they would switch from Rec, CivicRec, ActiveNet or YourCourts. Quote the price and ask for a reaction. Do not build anything first.; Success signal: At least 4 of 15 to 20 say they would pay about $4,000 a year, or name a budget line and a named buyer. Even better: 2 agree to a paid pilot or a letter of intent.
- **League and ladder management is a real wedge. Cities or their volunteers would pay for it, because incumbents focus on booking, not pickleball leagues.** Priority: HIGH; Timeline: 4 to 6 weeks; How to test: Read the league features of Rec, YourCourts and CivicRec. Then ask 10 parks staff and 10 volunteer ladder organizers how they run leagues now. Offer a hand-run pilot, such as a shared sheet plus a simple signup page, for one city season.; Success signal: At least 3 cities or organizers commit to a pilot season. Rivals' league tools are clearly missing or weak, as seen in demos or documentation.
- **A flat city subscription with no player fee, or with a city-set fee, is acceptable. A player-paid per-booking fee is not.** Priority: MEDIUM; Timeline: Same 6 to 8 weeks as hypothesis 1; How to test: In the same interviews, show three models: city pays all, player pays $5 a booking, and a free walk-up block plus a reservable block like Evesham's. Ask which one the council would approve. Ask who keeps the fee revenue.; Success signal: A clear majority of directors pick one model and say it would pass their council. Booking-fee revenue is not needed for the price to work.

### Consistency

- Note: TAM is $62.5M for 10,000 agencies. The primary segment is about $25M for 4,000 agencies. SAM is $10.0M for 1,600 agencies. They use different filters, and every filter is an assumption. Treat all three as rough.; Check: Market sizing filters: TAM, segment table and SAM; Status: TENSION
- Note: The market section anchors on CourtReserve at $159 to $199 a month, which is for private clubs. Competitors shows YourCourts at $225 to $660 a year for parks. CivicPlus says 'Starts at $3,000 for parks', but the unit is unclear. The price is untested and may be too high.; Check: Assumed $4,000 price vs competitor pricing; Status: TENSION
- Note: The market model counts booking fees of about $2,250 per agency a year. That implies roughly $15 per booking at 3% (my arithmetic). Community shows most public courts are free or charge $5, and players petitioned against fees in Santa Cruz. The fee income is probably overstated.; Check: Booking-fee revenue vs community evidence; Status: TENSION
- Note: Market notes that incumbents like ActiveNet already take bookings. Competitors finds Rec, YourCourts and CivicPlus already sell to cities. Community finds the same cities use them.; Check: Competition: market and competitor sections agree; Status: CONSISTENT
- Note: Market, competitor and community sections all say to talk to parks departments before building. None found proof of willingness to pay. Player demand is real but players are not the payer.; Check: Overall verdict: all sections point to validate first; Status: CONSISTENT
**Investment memo:** # Investment memo: Pickleball court booking and league manager for city parks

Status: pre-product, pre-validation. Evidence is thin. All figures marked "assumption" are mine, not sourced.

## 1. Thesis
Public pickleball courts are mostly first-come, first-served. Players dispute turns, and parks staff have little usage data. Leagues and ladders are often run by hand. The idea is a two-sided system. The city gets setup, reservation rules, waitlists, fee collection, league scheduling and reports. Players get a free app.

The thesis is plausible but unproven. Player demand is real. What is missing is any evidence that a city will pay for this as a separate product. Until that exists, this is a hypothesis, not an investment case. It does not look launch-ready.

## 2. Market
**Demand side (sourced).**
- SFIA: 24.3M US players in 2025, up from 4.2M in 2020. 7.5M are core players (8 or more plays a year).
- USA Pickleball: courts grew from 68,458 to 82,613, about +20.7% (my calculation). Players are growing much faster than courts.
- NRPA: more than 10,000 US park and recreation agencies.

**Sizing (calculated, assumption-heavy).**
- TAM about $62.5M a year: 10,000 agencies × $4,000 subscription = $40.0M, plus 10,000 × $2,250 booking fees = $22.5M. The $4,000 price, 5,000 bookings per agency and 3% fee are assumptions. This is probably too high, since many agencies have no pickleball courts and most public courts are free.
- SAM about $10.0M: 1,600 agencies × $6,250. It uses two 40% filters, both assumed.
- SOM about $187,500 ARR in year 3: 30 agencies × $6,250. This is a guess. If cities don't pay the booking fee, it is about $120,000. The range I gave is $100,000 to $300,000.
- The primary segment table says about $25M for 4,000 agencies. That uses different filters from the SAM. The secondary segment (private clubs, about $4.4M) is incomplete in the source.

**Top-down studies disagree.** Recreation management software 2025 base figures run from about $0.7B to about $4.5B. CAGRs run from 7.32% to 13.1%. One report looked low quality. I did not rely on them.

## 3. Product and moat
**Product.** City side: court setup, rules, waitlists, payments, leagues, ladders, reports. Player side: free reserve, waitlist, league and payment app.

**Competition (score 25 out of 100).**
- Rec: funded, direct sales to cities, hidden pricing. About $17.2M raised ($6.2M seed in March 2024, $11M Series A in Sept 2025).
- YourCourts: flat $225 a year for up to 2 courts, $435 for 4, $660 for 8. Has waitlists and rules.
- CivicPlus Recreation (CivicRec / REC1): the incumbent suite. A review site says "Starts at $3,000 for parks", with the unit unclear.
- PlayTime Scheduler: free, 570,000+ players claimed on its App Store listing.
- Also CourtReserve (clubs), Swish (leagues), Pickleheads (discovery) and RecDesk (acquired).

**Moat.** None today. The only open gap I see is pickleball-specific leagues, ladders and waitlist rules, with flat published prices and city usage reports. That is a hypothesis. I did not check the league features of Rec or YourCourts. A real moat would come from city data, integrations and references. None of those exist yet.

## 4. Go-to-market
- Buyer: parks directors and recreation managers. Sales cycles are long, budgets need approval, and some purchases need procurement. I did not find purchase thresholds. This is an open question.
- Start: cities with 6 or more public pickleball courts and visible crowding. Avoid cities locked into a suite such as ActiveNet unless the product works as an add-on.
- Entry offer: a paid pilot for one season, with league and ladder management as the lead. This is untested.
- Founder fit is unknown: parks contacts, government sales experience and mobile skills are not stated. This matters a lot for this kind of sale.
- Evidence of adoption: Evesham, NJ, Norwalk, CT and Santa Cruz County use online booking. Those cities use other vendors.

## 5. Financials
Everything here is assumption unless marked.
- Subscription: $4,000 per agency per year (assumption). YourCourts lists $225 to $660 a year for parks (sourced). The gap needs testing.
- Booking fee: 3% (assumption). Real fees found are city court fees such as $5 per booking in Evesham, $5 an hour in Farragut, TN, and $12 an hour for residents in Manhattan Beach. These are not software prices.
- Year-3 ARR: about $187,500 at 30 agencies, or about $120,000 with subscription only.
- LTV/CAC and breakeven: not calculable. No cost, churn or sales-cycle data exists. Thirty cities at about $4,000 is likely too small for a funded team. That is my judgment.
- Unit economics may improve if leagues add revenue, but I found no evidence for that.

## 6. Risks
1. **Willingness to pay.** No city price for pickleball software was found. Many courts are free.
2. **Funded rivals.** Rec can add features faster than a solo founder.
3. **Price pressure.** YourCourts and free tools set a low anchor.
4. **Fee backlash.** Santa Cruz players petitioned against a "pickleball tax". Booking can create new conflicts, such as groups reserving half the courts.
5. **Supply.** Software does not add courts. Some cities are cutting courts over noise.
6. **Small deals.** Many cities have only a few courts, so a contract may not be worth it for them.
7. **Slow sales.** Long cycles and procurement.
8. **Thin evidence.** Several community items are snippets only. The competitor list is incomplete.

## 7. Ask
No funding amount is justified now, and I will not invent one. The ask is for time and access:
1. About 6 to 8 weeks to call 15 to 20 parks departments with 6 or more pickleball courts.
2. Introductions to parks directors, or an NRPA-type network, if available.
3. Read Rec's and YourCourts' league features. Request buyer quotes from incumbents to learn city pricing.
4. Test three fee models and the $4,000 price.

Proceed only if at least a few departments say they would pay, or agree to a paid pilot. If they don't, drop the idea or narrow it to league and ladder tools only.

**Executive summary:** ## The idea
Software for US city and county parks departments to run public pickleball courts. It covers booking, waitlists, fees, leagues, ladders and usage reports. Players get a free app. The city pays an annual subscription plus a per-booking fee. Who pays that fee is not decided.

## What the evidence says
- Players: SFIA counts 24.3M US players in 2025, up from 4.2M in 2020.
- Courts: they grew 20.7% to 82,613 (calculated from USA Pickleball). That suggests crowding.
- Pain: busy courts cause fights over turns. Cities that add reservations also create new fights, as in Santa Cruz.
- Buyers: NRPA says there are more than 10,000 US park and recreation agencies. I found no proof that any pays for pickleball-specific software.

## Market and competition
- My sizing is about $62.5M a year TAM, $10.0M SAM and about $187,500 year-3 recurring revenue. These are assumption-based. Only the agency count is sourced.
- The field is crowded. The competitor score is 25 out of 100. Rec has raised about $17.2M and sells to the same buyer. YourCourts lists $225 to $660 a year for parks.
- Many public courts are free, so booking fees may be small.

## Biggest risks
1. Cities may not pay a separate subscription.
2. Funded rivals and cheap tools already exist.
3. Player backlash to fees.
4. Slow city sales and an unknown founder background.
5. Software cannot add courts.

## Recommendation
Not launch-ready. Do not build yet. Call 15 to 20 parks departments with 6 or more pickleball courts. Test the price, the fee payer and the league wedge. Move on only if at least a few say they would pay.

## Tools

### Groups

- **LEARNING & VALIDATION**
  - Tools:
  - **The Mom Test (book)** Url: https://www.momtestbook.com/; Why: You must interview 15 to 20 parks directors before building. This book shows how to ask about their current booking tools and budget without leading them to a polite yes.
  - **NRPA (National Recreation and Park Association)** Url: https://www.nrpa.org/; Why: The source of the 10,000+ agency count in the sizing. Its Agency Performance Review and member network help you find directors and check typical budgets.
  - **r/ParksandRecStaff** Url: https://www.reddit.com/r/ParksandRecStaff/; Why: Parks staff already compare CivicRec and RecTrac here. Read it for real complaints, then ask staff for interviews. Posts I saw were snippets, so treat them as leads, not proof.
  - **YourCourts pricing page** Url: https://www.yourcourts.com/pricing.html; Why: Lists flat prices from $225 a year for up to 2 courts. This is a low price anchor for a rival that also sells to parks. It may push your $4,000 assumption down.
- **BUILDING & LAUNCHING**
  - Tools:
  - **Stripe Connect** Url: https://stripe.com/connect; Why: Handles money that goes to a city, with a platform fee on top. This is relevant only if the city or player pays a per-booking fee. Check current fees before you pick a model. I did not verify them.
  - **Expo (React Native)** Url: https://expo.dev/; Why: One codebase for iOS and Android player apps. It suits a solo founder, and players need an app as easy as PlayTime Scheduler's. Skip it if you test with a simple web page first.
  - **Supabase** Url: https://supabase.com/; Why: Database and login in one place. It can store courts, reservation rules, waitlists and ladders for a prototype. Cheaper than hiring a backend developer at this stage.
  - **WCAG accessibility guidelines (W3C)** Url: https://www.w3.org/WAI/standards-guidelines/wcag/; Why: City buyers often ask whether public-facing software is accessible. Build to this standard early so a bid is not rejected on it. Confirm which rules apply in each state.
- **SCALING & FUNDRAISING**
  - Tools:
  - **BidNet Direct** Url: https://www.bidnetdirect.com/; Why: Lists government bids and RFPs. Use it to see how cities buy recreation software and what they ask for. Some features are paid. Check before you sign up.
  - **Sourcewell** Url: https://www.sourcewell.mn.gov/; Why: A purchasing cooperative that lets cities buy from pre-approved vendors without their own tender. This could shorten sales cycles. Getting on a contract is slow and not guaranteed.
  - **NRPA Annual Conference** Url: https://www.nrpa.org/conference/; Why: Where parks directors and the incumbent vendors gather. Go after validation, to find pilot cities. A booth is costly, so start with a visitor pass.
  - **NFX: Why NFX Invested in Rec** Url: https://www.nfx.com/post/why-nfx-invested-rec; Why: Shows how one investor sees this category. Rec has raised about $17.2M, so expect investors to ask why you win against it. Read this before pitching anyone.
